Đây là gì
Public health insurance for low-income people, jointly funded by the federal and state governments. It covers doctor visits, hospital care, prescriptions, pregnancy, and children's care. States run it under federal rules, and each state has its own name and details (California calls it Medi-Cal).
Kentucky Medicaid (Kentucky's Medicaid program, run by the Cabinet for Health and Family Services/CHFS through the Department for Medicaid Services/DMS, including the 2014 ACA expansion; children are covered under KCHIP; apply through kynect)

Giới hạn thu nhập
- Low-income adults 19-64 (ACA expansion)≤ 138% FPL🌟 Because Kentucky expanded Medicaid starting in 2014, low-income adults aged 19-64 (including parents raising children) can qualify on income alone, with a household income limit of 138% FPL (the MAGI figure includes a 5% income disregard). MAGI categories generally have no asset test. This is Kentucky's key difference from many non-expansion states. Meeting the income line is not automatic eligibility — DMS/kynect still determines it; rely on kynect/DMS for the current dollar amounts.
- Pregnant women≤ 200% FPLKentucky's pregnancy Medicaid covers up to about 200% FPL (includes a 5% income disregard; a pregnant woman counts as a household of 2). 🔴 On immigration: Kentucky's §214 'lawfully residing' election is officially confirmed (NASHP) for children, but we could not independently confirm it for pregnant women; and Kentucky does NOT have a CHIP unborn-child prenatal option (its CHIP does not cover pregnant women). So a lawfully residing immigrant pregnant woman may still face the five-year bar for full pregnancy Medicaid, and for a pregnant woman not eligible for Medicaid because of citizenship/immigration status the confirmed route is Emergency Medicaid for delivery — not a prenatal-CHIP option. Be sure to verify your situation with DMS/kynect. Meeting the income line is not automatic eligibility.
- Children (KCHIP — see the CHIP row for detail)≤ 218% FPLHealth coverage for Kentucky children under 19: lower-income tiers are covered by children's Medicaid, and higher-income families by KCHIP (the Kentucky Children's Health Insurance Program), reaching about 218% FPL combined (kidshealth.ky.gov, official: annual household gross income at or less than 218% FPL). 🌟 Immigration: Kentucky adopted the §214 'lawfully residing children' option (confirmed by NASHP), so lawfully residing immigrant children skip the five-year wait. See the CHIP/KCHIP row for the full tiers and the immigration points.

🌟 Kentucky HAS adopted the ACA Medicaid expansion — it accepted federal funding to expand Medicaid starting in 2014 under then-Governor Steve Beshear, one of the earliest and deepest expansions in the country, and Kentucky's uninsured rate fell sharply afterward. In practice that means a low-income adult aged 19-64 can qualify for Medicaid on income alone as long as household income is at or below 138% FPL — without needing to be pregnant, raising a child, or aged/blind/disabled. It is administered by the Cabinet for Health and Family Services (CHFS) through the Department for Medicaid Services (DMS), and you apply through kynect. On immigration status, Kentucky follows the federal Medicaid rules — a qualified immigrant must generally still meet the five-year bar and its exceptions (refugees, asylees, etc.); the federal status rules and their 2025 OBBBA changes are in the federal Medicaid program details, which this row does not repeat. 🌟 On the immigrant-friendly side, Kentucky adopted the federal 'lawfully residing children' option (CHIPRA §214 / ICHIA), so many lawfully residing immigrant children can enroll without the five-year wait — this is officially confirmed for CHILDREN (NASHP Kentucky CHIP fact sheet). 🔴 An important honesty point that sets Kentucky apart from Louisiana: for PREGNANT WOMEN we could NOT confirm a §214 election, and Kentucky does NOT run a CHIP unborn-child (prenatal) option — the state's own CHIP does not cover pregnant women at all. So a lawfully residing immigrant pregnant woman may still face the five-year bar for full pregnancy Medicaid, and there is no separate prenatal-CHIP door here the way there is in Louisiana; verify your status category with DMS. What still stays open regardless of immigration status is Emergency Medicaid, which pays for emergency care (including labor and delivery) for people who meet every other requirement but do not have a qualifying immigration status (a federal requirement in every state). 🔴 An honest finding: we did not find any Kentucky state-funded full Medicaid for undocumented adults the way California has (reported honestly as 'not found,' not a claim that none can exist). 🔴 Public charge: under the current (2022) federal rule, regular Medicaid does NOT count in the public charge test — receiving it does not affect your green card or immigration application; the only exception is Medicaid that pays for long-term institutional care. Because your situation is individual, do not decide this yourself; see the federal public-charge guidance and consult USCIS or an immigration attorney. This is a changing area — verify with DMS/kynect.
Cách nộp đơn
Những giấy tờ bạn cần
Proof of identity, income, Kentucky residency, household size, and Social Security numbers for household members; immigration/lawful-presence documents for the person applying as needed (qualified immigrants and the adopted 'lawfully residing children' category provide the corresponding documents; Emergency Medicaid has broader status rules). Aged/blind/disabled categories also have resource (asset) documentation requirements. See the official kynect/DMS application for the exact document list.
Thời hạn
DMS generally makes eligibility decisions within a few weeks (disability-based cases usually longer). Meeting the income line is not automatic eligibility — DMS still determines it; verify timing details with DMS/kynect. You can apply year-round.

✅ Regular Medicaid does NOT count in the public charge test — receiving it does not affect your green card or immigration application.
⚠️ The one exception: Medicaid that pays for long-term institutional care (a long-term stay in a nursing facility or mental-health institution at government expense) DOES count. Everyday doctor visits, hospital care, prescriptions, and home- and community-based care are not this exception.
➕ Because the current rule excludes all non-institutional Medicaid, Medicaid for children, pregnancy, and emergencies also does not count. In mixed-status families, eligible citizen or qualified children can safely get the care they qualify for.
Public charge is assessed only for people applying for an immigrant visa abroad, or applying for adjustment of status (a green card) inside the United States.
Many categories are exempt by law: refugees, asylees, VAWA self-petitioners, T and U visa applicants, Temporary Protected Status (TPS), Special Immigrant Juveniles (SIJ), Cuban/Haitian entrants, and others.
Public charge is generally not assessed when a green-card holder renews their card or naturalizes; a returning green-card holder is assessed only in limited cases (for example, an absence of more than 180 days).
