Public health insurance for low-income people, jointly funded by the federal and state governments. It covers doctor visits, hospital care, prescriptions, pregnancy, and children's care. States run it under federal rules, and each state has its own name and details (California calls it Medi-Cal).

- Adults 19-64 (ACA expansion)≤ 133% FPLThe official 2026 income-limit table lists adults 19-64 at 133% of the FPIG; because the ACA allows a 5% income disregard for those near the limit, the effective income cap is about 138% FPL. Parents/caretakers have a separate legacy 33% FPL category, but because Pennsylvania expanded, parents also qualify under the 133% (about 138%) adult expansion above.
- Children 0-18 (tiered by age)≤ 215% FPLPennsylvania Medicaid (MA) income limits for children are tiered by age (2026, each with the additional 5% income disregard available): under age 1 = 215% FPL; ages 1-5 = 157% FPL; ages 6-18 = 133% FPL. Children above the Medicaid tier are not left without coverage — they are referred to Pennsylvania CHIP, which covers children at any income (see the CHIP row: higher-income families can buy in at full cost, with no upper income limit). So for a Pennsylvania child it is essentially "below the line → MA, above the line → CHIP," and either path is coverage. The pctFPL here is set to 215% (the highest tier, for infants under 1) for matching purposes only; the per-age tiers above govern.
- Pregnancy≤ 215% FPLThe official 2026 income-limit table lists "Pregnant Women and Children Under Age 1" at 215% FPL (plus the 5% income disregard — effectively about 220% FPL). Pennsylvania waives the five-year bar for lawfully residing pregnant people under CHIPRA Section 214 (see the immigration-status section).

Pennsylvania calls its Medicaid program Medical Assistance (MA) and adopted the ACA Medicaid expansion (effective January 1, 2015), so income-eligible adults 19-64 qualify at up to 133% of the Federal Income Poverty Guidelines (FPIG), plus a 5% income disregard — effectively about 138% FPL. On immigration status, Pennsylvania's official DHS page states: "Medical Assistance is available to United States citizens, refugees, and certain lawfully admitted non-citizens. Other non-citizens may be eligible for limited Medical Assistance benefits if an emergency medical condition exists." So full MA generally requires a citizen or a qualified/lawfully admitted non-citizen; and — regardless of immigration status — Emergency Medical Assistance is available to treat an emergency medical condition, with no five-year wait for Emergency MA. 🌟 Pennsylvania has elected the federal CHIPRA Section 214 ("lawfully residing") option: lawfully residing children under age 21 and lawfully residing pregnant people can get full MA without the usual five-year waiting period, and refugees, asylees, and certain other humanitarian categories are exempt from the five-year bar under federal rules. 🔴 Did-not-find, stated honestly: unlike California or Illinois, we did not find any Pennsylvania state-funded program that provides full-scope Medicaid to undocumented adults or children — for people without a qualifying immigration status, Pennsylvania's Medicaid pathway is Emergency Medical Assistance only. Do not assume the whole family is barred, and do not assume everyone qualifies for full coverage — a mixed-status household can have some members on full MA (e.g., citizen or lawfully residing children) and others eligible only for Emergency MA. Immigration rules are safety-critical and change; verify your own household with your County Assistance Office (CAO) or through COMPASS. Applying for or receiving Medicaid for your children does not require the parents to have status, and a child's coverage does not depend on the parent's status.

⚠️ The one exception: Medicaid that pays for long-term institutional care (a long-term stay in a nursing facility or mental-health institution at government expense) DOES count. Everyday doctor visits, hospital care, prescriptions, and home- and community-based care are not this exception.
➕ Because the current rule excludes all non-institutional Medicaid, Medicaid for children, pregnancy, and emergencies also does not count. In mixed-status families, eligible citizen or qualified children can safely get the care they qualify for.
Public charge is assessed only for people applying for an immigrant visa abroad, or applying for adjustment of status (a green card) inside the United States.
Many categories are exempt by law: refugees, asylees, VAWA self-petitioners, T and U visa applicants, Temporary Protected Status (TPS), Special Immigrant Juveniles (SIJ), Cuban/Haitian entrants, and others.
Public charge is generally not assessed when a green-card holder renews their card or naturalizes; a returning green-card holder is assessed only in limited cases (for example, an absence of more than 180 days).
