Monthly food benefits that help low-income households buy the food they need. Benefits come on an Electronic Benefit Transfer (EBT) card — EBT has been the sole method of SNAP issuance in all states since June 2004 — which you swipe like a bank card at authorized grocery stores. The benefit amount is based on the USDA's Thrifty Food Plan, updated each year to keep pace with food prices, and depends on your household size and how much monthly income is left after certain expenses are deducted. It is a federal program (USDA Food and Nutrition Service), but state public assistance agencies run it through their local offices — you must apply in the state where you currently live, so the application and the local name vary by state (California calls it CalFresh). Benefits generally arrive no later than 30 days after the office receives your application; households with little or no money that need help right away may get benefits within 7 days.

West Virginia's own online policy manual is still the old one: Chapter 10 section 10.4, marked revised 10/08, still works its examples off a 130% FPL gross figure, and section 10.6 still describes SNAP categorical eligibility as "recipients of WV WORKS and SSI" — the traditional kind — with no mention of BBCE.
🌟 How we handle it: we go by the more current and more binding of the two — the federal administering agency's June 2026 BBCE chart, because it records the option the state is actually operating — and we tell you about the gap rather than reconciling it for the agency.
🔴 So use it this way: if your gross income falls between 130% and 200%, do not conclude from the manual's 130% that you don't qualify, and do not let it stop you from filing. File, and if you are told verbally that you are over the line, ask for the gross income standard being applied and its basis in writing.
🔴 Two more things. First, don't look only at the gross line: past that gate, the benefit amount is still worked out from net income after deductions, so being under the line is not the same as getting the maximum. Second, we do not publish the dollar figures from West Virginia's own manual Appendix A — that appendix puts 100% FPL for one person at $1,005 a month, which is $12,060 a year, exactly the 2017 federal poverty guideline, so it has been sitting unchanged for years. This is the same reason the state's Medicaid row carries no dollar figures. For current dollars, work from the federal poverty guidelines for the current year, or ask the worker for the current table.

It is not considered "receipt" to apply for a benefit on your own behalf or on behalf of another, nor is approval for future receipt. USCIS also does not consider benefits received while the applicant was in an immigration category exempt from public charge, or benefits received by people who are eligible for the resettlement assistance, entitlement programs, and other benefits available to refugees. 🌟 One persistent rumor, put to rest: under the current rule effective December 23, 2022, SNAP does not count toward public charge. A 2019 rule did count it, but that rule was vacated nationwide on March 9, 2022 (USCIS Policy Manual, Volume 8, Part G, Chapter 1: "a partial final judgment vacating the 2019 Final Rule went into effect nationwide on March 9, 2022"). Public charge is assessed only for people applying for a visa or admission from abroad, or applying for adjustment of status (a green card) inside the United States.

- WV Income Maintenance Manual, Chapter 10, Appendix A "Income Limits" — the state's income limit table linked from the current Chapter 10 index page. 🔴 Stale-figure evidence: the 100% FPL column gives $1,005 monthly for one person and $1,354 for two, i.e. $12,060 and $16,248 a year, which are the 2017 federal poverty guidelines ($12,060 and $16,240). The SNAP block of the same table gives gross/net test columns headed 130%, 200% (elderly or disabled), 100% net and 165%. Because the underlying poverty guidelines are years out of date, no dollar figure from this appendix is published on this site.
