面向低收入者的公费医疗保险,由联邦与州政府共同出资,覆盖门诊、住院、处方药、孕产、儿童等医疗服务。由各州在联邦规则下经办,每州有自己的名称和细则(加州称 Medi-Cal)。
本州关键差异
康涅狄格是本站目前覆盖的州里,对没有合格移民身份的儿童与孕产者做得最实的几个州之一 —— 而且这不是「没查到相反规定」,是州政府自己开了专门的州款项目并把话写在官网上。① State HUSKY A / State HUSKY B(州款,非 Medicaid/CHIP):DSS 逐字说明这两个项目「cover uninsured children ages 0-15 with household income between 0-323% of the Federal Poverty Level (FPL), who do not qualify for regular HUSKY A Medicaid or HUSKY B CHIP coverage because they do not have a qualifying immigration status」——就是为「因身份不合格」的孩子设的;年龄口径为 0-15 岁,若在 16 岁前入保则可续保至 18 岁。 三句对移民家庭最关键的官方原话,请逐字记住:「if a child does not have an immigration status that qualifies them for Medicaid or CHIP, additional immigration verification documents are not required」(不会额外要求移民身份证明文件)、「will not affect an individual's application for citizenship」(不影响其入籍申请)、「DSS does not report information to Immigration Services or the Department of Homeland Security」(DSS 不向移民局或国土安全部报送信息)。这三句是州机构对自己的约束,不是我们的推测。② HUSKY B Prenatal:官方逐字「provides health care to pregnant non-citizens who don't qualify for Medicaid due to immigration status. There is no age requirement for this coverage or applicable premiums.」—— 孕产者不因身份被排除,无年龄要求、无月保费(非孕产相关服务可能有共付);且核算家庭人数时胎儿也计为一人(收入线因此更宽)。③ HUSKY LB 紧急 Medicaid:官方口径是覆盖「除移民身份外满足全部 Medicaid 条件」者的特定紧急医疗服务。急诊该去就去 —— 这条通道正是为此设的。 产后 12 个月的州款覆盖(不论移民身份)—— 这一条来自现行州法逐字:康涅狄格州法 §17b-257e(P.A. 21-176)规定:「On or after April 1, 2023, the Commissioner of Social Services shall, within available appropriations, provide state-funded medical assistance for postpartum care for twelve months after birth to a woman who does not qualify for Medicaid due to immigration status and whose household income does not exceed two hundred sixty-three per cent of the federal poverty level.」(自 2023 年 4 月 1 日起,社会服务部长应在可用拨款范围内,为因移民身份而不符合 Medicaid 资格、且家庭收入不超过 263% 联邦贫困线的产妇,提供产后 12 个月的州款医疗援助。) 两点如实提醒:① 条文写的是「在可用拨款范围内(within available appropriations)」—— 这类措辞意味着落地取决于拨款,请向 DSS 或 HUSKY 客服确认当前是否在办、如何申请;② 我们引的是现行州法条文,不是宣传材料;但条文存在 ≠ 你个案一定获批,核定权在 DSS。 另据现行州法 §17b-257a:1996-08-22 之前入境的合格外国人符合 Medicaid(其他条件满足时);之后入境者须满五年,除依联邦第四篇另有资格者不受入境日期限制。 必须讲清的边界,免得误判:州款覆盖目前写明的是 0-15 岁(可续至 18)的儿童与孕产者;我们没有查到康州为没有合格身份的一般成人设有同类州款全覆盖项目 ——「没查到」不等于「保证没有」,但请不要据此以为成年人也能一样入保;成年人可核的通道是 HUSKY LB 紧急 Medicaid、社区健康中心(FQHC)按收入滑动收费,以及本页其他项目。④ 有合格身份者走正常 HUSKY:HUSKY A(儿童及家长/照护亲属、孕产者)、HUSKY C(65 岁以上/失明/残障)、HUSKY D(19-64 岁无未成年子女成人,无资产上限);联邦五年等待期与合格类别规则适用于这几档,细节以 DSS 核定为准。 公共负担:Medicaid/CHIP(含康州这些州款儿童项目)不在现行公共负担规则(2022-12-23 生效)考虑之列 —— 唯一例外是政府付费的长期机构照护(例如长期住护理院),这一点各州同样适用,与康州无关。2019 年那版把 Medicaid 列入考量的旧规已于 2022-03-09 被全国性撤销。个案请咨询移民律师。
