本州關鍵差異

兒童健康保險計畫(CHIP)
面向兒童的公費醫療保險,專為「家庭收入超過 Medicaid 門檻、卻又負擔不起私人保險」的家庭而設。由聯邦與州政府共同出資(聯邦社會安全法第 XXI 章),各州在聯邦規則下自行設計與經辦:可辦「獨立 CHIP」、「Medicaid 擴展式 CHIP」或兩者兼有,因此每州名稱、收入門檻與細則都不同(各州門檻約在 170% 至 400% 聯邦貧窮線之間)。除兒童外,部分州的獨立 CHIP 還涵蓋孕產者。
本州關鍵差異

面向中低收入勞動者與家庭的聯邦「可退稅」稅收抵免。按美國國稅局(IRS)的說法,EITC「幫助中低收入的勞動者與家庭獲得稅收減免。若你符合條件,可用該抵免減少你應繳的稅款 —— 甚至可能增加你的退稅」。關鍵在「可退稅」(refundable)三個字 —— IRS 的原話是:「這是一項可退稅抵免,因此你拿回的錢可以多過你繳的稅。」說白了:即便你一分稅都不欠,照樣能拿到錢。你須有勞動所得(薪資、薪金、小費或自僱收入),並在聯邦報稅表上申報 —— 沒有單獨的申請表,不用跑任何辦事處,也沒有候補名單。有符合條件的子女時抵免額更高,但沒有子女的勞動者也能拿到較小的一檔。2025 稅務年度(即 2026 年申報的那份稅表)的最高抵免額為:無符合條件子女 $649;一名 $4,328;兩名 $7,152;三名及以上 $8,046。2025 稅務年度的收入上限(調整後總收入 AGI)為:無子女 $19,104(單身、戶主、已婚分開報稅或符合條件的未亡配偶)/ $26,214(已婚合併報稅);一名子女 $50,434 / $57,554;兩名 $57,310 / $64,430;三名及以上 $61,555 / $68,675。2025 稅務年度的投資收入須在 $11,950 及以下。這些金額逐年調整 —— 請以你所申報稅務年度的 IRS 官方表格為準。這是純聯邦項目,由 IRS 直接經辦,全國規則統一,州政府在聯邦 EITC 中沒有角色。但請注意:除這項聯邦抵免外,許多州與部分地方政府另有自己獨立的州級 EITC,通常按聯邦抵免額的一定百分比設定,是否可退稅各不相同,規則有時也與聯邦不同 —— 詳見所在州資訊。

康涅狄格的州級 EITC 是全美比例最高的幾個之一:DRS 官方頁逐字「The Connecticut Earned Income Tax Credit (or CT EITC) is a refundable state income tax credit for low to moderate income working individuals and families.」比例為聯邦 EITC 的 40%(此前 30.5%),且「When both the federal and CT EITC amounts exceed the amount of taxes owed, it results in a tax refund」。 2025 稅年起加碼逐字:「…is eligible to receive an additional two hundred fifty dollars ($250).」 但移民家庭須看清 —— DRS 資格條件明確,是 SSN 門檻不是移民身分門檻,但對 ITIN 報稅人結果相同:「You must be eligible for the federal EITC」、「You, (your spouse if filing Jointly) and all qualifying children must have a valid Social Security Number prior to the due date of the return」。持 ITIN 報稅者拿不到聯邦 EITC,故在康州也拿不到這 40%。 「prior to the due date of the return」時點關鍵:若家人 SSN 正在申請中,請就是否申請延期諮詢報稅專業人士,別自己猜。 未查到康州設有面向 ITIN 報稅人的州款替代抵免(≠保證沒有);請向 DRS 或 VITA 確認。 別把本州在醫療上的寬鬆套到稅收上:康州兒童醫療(State HUSKY)對無合格身分的孩子非常開放,但稅收抵免走另一套規則 —— 同一州、不同項目,結論可以完全相反。 另須為全年康州居民;當年搬入搬出者請向 DRS 核實。 公共負擔:稅收抵免與退稅不是公共福利,不在現行(2022-12-23)審查之列。 但報稅務須如實——虛報或申報不符資格的抵免屬不實陳述。 個案請諮詢移民律師或合規報稅人。

食品補助(SNAP,俗稱「食物券」)
每月發放的食品補助,幫助低收入家庭購買食物。補助以電子福利轉帳卡(EBT 卡)發放 —— 自 2004 年 6 月起,全美各州一律用 EBT 卡發放,像刷銀行卡一樣在獲授權的超市、雜貨店購買食品。補助金額依據美國農業部的「節儉食品計畫」(Thrifty Food Plan)計算,每年隨食品價格調整,並按家庭人數與扣除必要開支後的月收入而定。這是聯邦項目(美國農業部食品與營養局),但由各州的公共援助機構經辦 —— 你必須在你目前居住的州提出申請,因此申請入口與當地名稱因州而異(加州稱 CalFresh)。一般在受理申請後 30 天內發放;若家庭幾乎沒有錢、急需幫助,最快可在 7 天內拿到。

貧困家庭臨時救助(TANF)是一項面向有子女的低收入家庭、發放「有時限」的每月現金補助並提供就業支持的項目,旨在幫助家庭實現經濟保障與穩定。聯邦政府向各州發放「整筆撥款」(block grant),各州在此框架下自行設計並經辦自己的 TANF 項目,使用各自的名稱(加州稱 CalWORKs),並自定現金金額與細則。各州設定每月現金數額、附加工作參與要求,並在聯邦「一生累計 60 個月(5 年)」聯邦資金上限內設定時限。除每月現金補助外,TANF 還資助托兒、職業培訓、交通等服務。

補充保障收入(SSI)是由聯邦社會安全署(SSA)按月發放的聯邦現金補助,面向收入極低、資源極少,且年滿 65 歲、失明或有符合條件殘疾的人(兒童也可能符合)。要領取 SSI,你的可計資源須不超過個人 2,000 美元、夫妻 3,000 美元。它由聯邦政府按全國統一標準直接經辦——2026 年最高聯邦金額為個人每月 994 美元、夫妻每月 1,491 美元——部分州還在此基礎上另加一筆州補助。
本州關鍵差異
SSI 本身是聯邦項目,移民身分的門在聯邦層(詳見本頁聯邦卡片)。州層面康涅狄格有兩條自己的現金通道:① State Supplement to the Aged, Blind or Disabled:對象是「adults who are ages 18 to 64 and have a permanent disability, individuals aged 65 and older, and individuals who are blind」;發放不是固定金額,而是給你做一份預算:官方逐字「creates a financial budget for you... 失業保險(UI)
失業保險是發給「非因本人過錯而失業」的勞動者的臨時性每週現金補助,幫助你在找下一份工作期間維持基本生活。它由雇主繳納的工薪稅(聯邦 FUTA 與各州 SUTA)出資,勞動者本人一般無需繳費。這是聯邦與州共同的項目:各州在聯邦統一規則下經辦自己的失業保險計畫,資格條件、每週金額與可領週數因州而異。你要向「你工作所在的州」申請。資格通常要求:非因本人過錯失業、在「基期」內達到工作或工資門檻、且目前有工作能力、可隨時工作、並在積極找工作。一般申請後兩到三週收到第一筆款。
本州關鍵差異
康州勞工部(CTDOL)把這個問題單獨做成一條問答,標題即「Can I file for unemployment even though I'm not a U.S. citizen?」,答案逐字:「You do not have to be a U.S. citizen to be eligible for unemployment benefits.」—— 州機構自己的正面表態。 同一條答案緊接著給出真正的條件:須「legally authorized to work in the United States」並「able and available for work」。故本項的軸不是「你是什麼移民身分」,而是「你有沒有工作許可」。 未查到、因此不替官方回答的三個問題:① 哪些文件構成「合法工作許可」;② CTDOL 如何核驗身分;③ 工作許可在領取期間到期會怎樣。請直接問 CTDOL 或找勞工/移民法律援助 —— 別按別州經驗推斷。 風險邊界:失業金是「你工作換來的保險」,但申報陳述必須如實。若不確定挣那些工資期間是否持有工作許可,先諮詢律師再申請,別先申請再解釋 —— 向政府機構作不實陳述可能帶來與「領福利」完全不同的移民後果。 公共負擔:失業保險不在現行規則(2022-12-23)考慮之列。 但持工作簽證者,失業本身可能影響簽證狀態(與公共負擔無關的另一回事),請諮詢移民律師。

住房選擇券(第 8 條 / Housing Choice Voucher)
住房選擇券(即通稱的「第 8 條」/Section 8)是聯邦租金補助,幫助極低收入的家庭、老人和殘障人士在私人租房市場租到「體面、安全、衛生」的住房。資金由聯邦住房與城市發展部(HUD)提供,由地方的「公共住房機構」(PHA,通常是州或地方政府機構)經辦。你自己在市場上找符合房屋品質標準的出租房,PHA 審批房源和租約後,直接把租金補助付給房東。若房租不高於本地「支付標準」,你一般自付調整後月收入的約 30% 作為房租,其餘由補助覆蓋。這是全美最主要的租房援助項目,惠及約 230 萬個家庭。因名額有限,許多地方設有候補名單。
本州關鍵差異
身分要件與家中成員身分不同時補貼怎麼算,見本卡片的移民身分門控一節(那裡放著 DOH《第 8 章行政計畫》逐字原文)。這裡講四件事。① 兩個名單目前都關閉:DOH 逐字「DOH does not anticipate opening the waiting list to accept applications for either program at this time」。可執行動作:到 cthcvp.org 登記郵件通知;名單重開時 DOH 會在本地報紙與媒體及官網發布通知與預申請表;並分別問你所在市/鎮住房機構 —— 全州 40 多個 PHA 各自運營,DOH 關閉不等於全州無路。② 別只想聯邦第 8 章,康州還有州款 RAP:參加者付調整後總收入 40%(高齡或殘障 30%),其餘由 DOH 直接付給房東;逾 6,000 戶在用。 但 RAP 與第 8 章在 DOH 同一頁、目前同樣關閉;RAP 的身分要件我們未在其公開頁面找到單獨表述 —— 別假設「州款所以更寬」,也別假設「和聯邦一樣」,請向 DOH 或本地機構確認。③ 收入線:官方對第 8 章的表述是「income may not exceed 50 percent of the median income for the county or metropolitan area in which the family chooses to live」—— 同州內標準不同,美元數由 HUD 逐年逐縣公布,本卡片不寫單一數字。④ 材料:官方明列兩項 —— 六歲及以上全部家庭成員的社會安全號,以及公民或合格移民身分的證明與必要核驗;家中成員情形不一致時怎麼算,見門控一節。 公共負擔:住房券與租金補助不在現行規則(2022-12-23)考慮之列;2019 舊規已於 2022-03-09 全國性撤銷。 個案請諮詢移民律師。
這個項目問不問移民身分
如果家中至少有一位成員符合條件(例如美國公民或綠卡持有者),這個家庭可能可以申請。
康州住房部(DOH)《第 8 章住房券行政計畫》(FY24-25)逐字三段:① 「At least one member of the applicant family must either be a U. S. citizen or have eligible immigration status before the PHA may provide any financial assistance.」② 「For the citizenship/eligible immigration requirement, the status of each member of the family is considered individually… Mixed Families. A family is eligible for assistance as long as at least one member is a citizen or eligible immigrant… their assistance will be pro-rated based on the number of citizens and eligible immigrants to the number in the household. A family may request a hearing if they contest th[is determination].」③ 「PRO-RATION OF ASSISTANCE FOR MIXED FAMILIES [§ 24 CFR 5.520] … Pro-ration of assistance must be offered to any mixed applicant or participant family.」 合起來:家裡有人沒有合格身分不會讓全家拿不到補助,而是按「合格成員 ÷ 全戶人數」折算;折算必須被提供,且不服可要求聽證。 另兩點:① 身分逐人認定,不合格成員不計入受助人數;② 須提供六歲及以上全部成員的 SSN 與身分證明。 DOH 公眾項目頁只寫「Participation is limited to U.S. citizens and specified categories of non-citizens who have eligible immigration status」—— 該句未提混合家庭按比例,只看項目頁易誤以為「家裡有人沒身分就別申請」。以行政計畫為準。

低收入家庭能源援助(LIHEAP)
低收入家庭能源援助(LIHEAP)幫助低收入家庭支付家庭能源費用 —— 主要是取暖(冬季)與製冷(夏季)的電費/燃料費,也包括能源危機應急援助(如面臨斷電/斷氣、需重新接通)、簡易的房屋節能改造(weatherization)和小型供暖設備維修/更換。它是聯邦撥款的「整筆補助」(block grant),由衛生與公眾服務部下屬的社區服務辦公室(HHS/ACF/OCS)管理,再由各州、領地和部落自行經辦 —— 各自設定具體的資格標準與申請方式。 LIHEAP 不向個人直接發錢,也從不收取手續費;申請須經你所在州/部落的能源援助機構。聯邦法定收入上限為貧困線的 150%,或(若更高)州收入中位數的 60%;許多州還對領取 TANF、SSI、SNAP 或經濟狀況審查型退伍軍人福利的家庭給予「類別資格」。
本州關鍵差異
先說清楚我們查到與沒查到什麼:我們逐一讀了 DSS 的 CEAP 資格頁、康州「取暖幫助」項目頁與相關知識庫條目,這些頁面都沒有寫明移民身分要件。因此我們不替官方回答:請直接問你所在地的社區行動機構(CAA)或 DSS。 與身分相關、我們確實查到的一條是 SSN:官方逐字「Almost every applicant is required to provide a Social Security Number for each member of their household.」 官方用詞是「almost(幾乎)」並提到存在例外 —— 但例外具體是什麼、適用於誰,官方頁面沒列出。所以:家裡有人沒有 SSN,別據此認定全家不能申請,也別假定一定可以 —— 這正是要打電話問 CAA 的原因。② 「家庭」定義很寬:官方逐字「Your household includes every person who lives in your home (including your children, spouse, grandparents, roommates, etc.)」—— 同住者(含合租室友)都算一戶,收入合併。別漏報同住成員,也別因某人的身分情形就整戶不申請。③ 已在領 SNAP、TFA、SSI 等資格性福利者可據此滿足收入條件,帶上證明會快很多。④ 補助直接付給能源公司或燃料商;帳單在別人名下時請提前向 CAA 說明。 公共負擔:能源援助不在現行規則(2022-12-23)考慮之列;2019 舊規已於 2022-03-09 全國性撤銷。 個案請諮詢移民律師。
