Public health insurance for low-income people, jointly funded by the federal and state governments. It covers doctor visits, hospital care, prescriptions, pregnancy, and children's care. States run it under federal rules, and each state has its own name and details (California calls it Medi-Cal).
Georgia Medicaid (overseen by the Georgia Department of Community Health/DCH; eligibility determined by DFCS through Georgia Gateway; the limited adult program is Georgia Pathways to Coverage™)

- Adults ages 19-64 (via Georgia Pathways to Coverage)≤ 100% FPL🔴🌟 Because Georgia did not fully expand, the only Medicaid pathway for low-income adults in general is Georgia Pathways to Coverage: ages 19-64, household income up to 100% FPL, and you must complete at least 80 hours per month of a qualifying activity. Official 2026 examples: 1 person $15,960/year (about $1,330/month); a family of 3 $27,320/year (about $2,277/month). Once approved, coverage starts on the first day of the month you applied. ⚠️ Traditional parent/caretaker-relative Medicaid (LIM) has a separate, extremely low income limit, but the official '2026 Financial Limits' chart does not list that figure separately, so this row does not invent a specific threshold — verify with DFCS. Meeting the income line is not automatic eligibility, and the work/activity requirement is a changing area.
- Infants (under age 1)≤ 205% FPLRight from the Start Medicaid (RSM) covers infants under age 1 up to 205% FPL — official '2026 Financial Limits' chart (effective 3/1/2026), monthly/annual limits: 1 person $2,726/$32,712; 2 $3,698/$44,376; 3 $4,667/$56,004; 4 $5,637/$67,644. A child must be a Georgia resident and a U.S. citizen or qualified immigrant (qualified immigrant children generally face a five-year wait — see the PeachCare row). Children above this line look at PeachCare for Kids (the CHIP row).
- Children ages 1-5≤ 149% FPLRSM covers children ages 1-5 up to 149% FPL — official '2026 Financial Limits' chart, monthly/annual limits: 1 person $1,981/$23,772; 2 $2,688/$32,256; 3 $3,392/$40,704; 4 $4,097/$49,164. Children above this line look at PeachCare for Kids (the CHIP row).
- Children ages 6-18≤ 133% FPLRSM covers children ages 6-18 up to 133% FPL (this is the floor covering all children 0-18; younger children have higher limits, see the two tiers above) — official '2026 Financial Limits' chart, monthly/annual limits: 1 person $1,769/$21,228; 2 $2,399/$28,788; 3 $3,028/$36,336; 4 $3,657/$43,884. Children above this line look at PeachCare for Kids (the CHIP row).
- Pregnant women≤ 220% FPLPregnancy RSM covers up to 220% FPL (a pregnant woman counts as a household of 2, so there is no 1-person figure) — official '2026 Financial Limits' chart, monthly/annual limits: 2 $3,968/$47,616; 3 $5,009/$60,108; 4 $6,050/$72,600, with maternity care. 🔴 But this program requires you to be a U.S. citizen or qualified immigrant, and Georgia has not waived the five-year wait. 🔴 The same honest finding as Florida: a pregnant woman who does not qualify because of immigration status can use Emergency Medicaid for the delivery (regardless of status), but we did not find a Georgia state-level prenatal program open to pregnant women regardless of immigration status. There is also a 'Planning for Healthy Babies (P4HB)' family-planning/limited-prenatal program (211% FPL), but it generally requires a qualified status too — verify your situation with DCH.
- Aged / blind / disabled (SSI-linked)Georgia's aged/blind/disabled Medicaid is largely SSI-linked: people who receive SSI generally get Medicaid automatically (the 2026 SSI payment amount is about $994/month for an individual). Medicare Savings Programs, per the official '2026 Financial Limits' chart: QMB individual monthly income $1,350 (100% FPL + $20); SLMB $1,616 (120% + $20); QI-1 $1,816 (135% + $20); nursing home/long-term care about $2,982/month (≈300% SSI). 🔴 Unlike family-based Medicaid, these non-MAGI categories have asset/resource limits: SSI/Medically Needy $2,000 individual, $3,000 couple; QMB/SLMB/QI $9,950 individual, $14,910 couple. Meeting a threshold is not automatic eligibility — verify with DFCS or SSA.

🔴🌟 Georgia has NOT adopted the full ACA Medicaid expansion. Instead, since July 2023 Georgia runs its own limited program, Georgia Pathways to Coverage™, which offers Medicaid to adults ages 19-64 with household income up to 100% of the Federal Poverty Level — but only if you complete at least 80 hours per month of a 'qualifying activity' (employment, on-the-job training, job readiness, community service, vocational or higher education, the SNAP Works program, being the parent of a child under 6, and others) and are not eligible for any other Medicaid. This work/activity requirement is the single most important thing to understand about adult Medicaid in Georgia, and it is a changing area — verify the current rules on the official Pathways site before relying on them. Traditional Medicaid still covers narrow groups at their own income limits: children, pregnant women, very-low-income parents/caretaker relatives, and people who are aged, blind, or disabled (see the limits below). On immigration status: to qualify for Pathways you must 'be a U.S. citizen or legally residing non-citizen,' and qualified non-citizens must still meet the federal Medicaid rules (see the federal Medicaid program details, including the five-year bar and the 2025 OBBBA changes — this row does not repeat them). 🔴 An important honest finding: Georgia has NOT taken the federal 'lawfully residing children/pregnant women' option (ICHIA / CHIPRA §214) that lets a state waive the five-year wait. Georgia's own official PeachCare page states that a lawfully present immigrant child 'must have also been qualified for at least five years' (except refugees, asylees, and those serving in the military). So, unlike Florida, a lawfully residing immigrant child in Georgia generally DOES face the five-year wait. Two doors stay open regardless of immigration status: (1) Emergency Medicaid, which pays for emergency care (including labor and delivery) for people who meet every other requirement but do not have a qualifying status (a federal requirement in every state — verify with DFCS); and (2) SNAP and other programs on their own rules. 🔴 We did not find any Georgia state-funded Medicaid that covers undocumented adults or children (the way California does), nor a Georgia state-funded prenatal program open to pregnant women regardless of immigration status (reported honestly as 'not found,' not a claim that none can exist). 🔴 Public charge: Georgia's own Pathways page warns that 'Pathways enrollment may or may not cause you to be considered a public charge' and advises contacting USCIS before applying. Under the current (2022) federal rule, Regular Medicaid does NOT count in the public charge test — receiving it does not affect your green card or immigration application; regular Medicaid includes Pathways, and the only exception is Medicaid that pays for long-term institutional care. So Georgia's page is more cautious than the federal rule. Because your situation is individual, do not decide this yourself; see the federal public-charge guidance and consult USCIS or an immigration attorney. This is a changing area — verify with Georgia DCH/DFCS and the latest official guidance.
신청 방법
필요한 서류
Proof of identity, income, Georgia residency, household size, and Social Security numbers for household members; immigration documents for the person applying as needed (Emergency Medicaid has broader status rules). Pathways applicants must also document 80 hours per month of qualifying activity (pay stubs, course enrollment, agency letters, etc.). See the official Georgia Gateway application for the exact document list.
소요 기간
Medicaid eligibility decisions generally take a few weeks (disability-based cases usually longer). 🌟 Pathways: once approved, coverage is backdated to the first day of the month you applied (the official example: apply in November, approved in January, coverage starts November 1). Meeting the income line is not automatic eligibility — DFCS still determines it; verify timing details with DFCS.

✅ Regular Medicaid does NOT count in the public charge test — receiving it does not affect your green card or immigration application.
⚠️ The one exception: Medicaid that pays for long-term institutional care (a long-term stay in a nursing facility or mental-health institution at government expense) DOES count. Everyday doctor visits, hospital care, prescriptions, and home- and community-based care are not this exception.
➕ Because the current rule excludes all non-institutional Medicaid, Medicaid for children, pregnancy, and emergencies also does not count. In mixed-status families, eligible citizen or qualified children can safely get the care they qualify for.
Public charge is assessed only for people applying for an immigrant visa abroad, or applying for adjustment of status (a green card) inside the United States.
Many categories are exempt by law: refugees, asylees, VAWA self-petitioners, T and U visa applicants, Temporary Protected Status (TPS), Special Immigrant Juveniles (SIJ), Cuban/Haitian entrants, and others.
Public charge is generally not assessed when a green-card holder renews their card or naturalizes; a returning green-card holder is assessed only in limited cases (for example, an absence of more than 180 days).
